Toronto City Council Proposes Changes To Home Vacancy Tax Reporting System

Toronto's proposed updates to the Home Vacancy Tax (VHT) reporting process for 2024 places a strong emphasis on simplifying how property owners declare the occupancy status of their homes, addressing the difficulties of the previous system.

Simplified Online Reporting Portal

City TV News reports that Starting on November 1, 2024, a revamped online portal will make it easier for property owners to comply with the reporting rules. This portal is designed to be more user-friendly, streamlining the declaration process by guiding homeowners step-by-step through the necessary steps to report their property's occupancy status. Homeowners will also be able to receive immediate confirmation numbers for their submissions, either by email or directly from the portal.

Multi-Access Approach

In addition to the enhanced web platform, Toronto has introduced multiple ways for homeowners to declare their property status:

• Phone Declarations: A new dedicated customer service centre will allow declarations to be made via the City’s 311 line, with support offered in 180 languages. This change is particularly helpful for those with limited internet access or who prefer phone assistance.
• In-Person Support: For those who prefer face-to-face interaction, declarations can also be submitted at Toronto City Hall and civic centers, providing further flexibility.

Benefits of the Portal Redesign

The portal's redesign not only reduces the complexity of the process but also ensures that property owners can track their submissions more effectively. Confirmation numbers are now provided immediately upon submission, reducing confusion and errors, a problem that was common in the previous tax year. Additionally, homeowners without access to a printer or internet will be mailed a printed confirmation upon request.

This comprehensive approach, with the new portal as its centerpiece, represents Toronto’s effort to ensure smoother compliance and avoid the reporting mishaps that occurred during the initial rollout of the VHT.

Reminders and Notifications to Homeowners

To help homeowners stay on track with their annual declaration, reminders will be sent out by the City of Torontobefore and during the reporting period. These reminders aim to ensure that property owners are aware of their obligation to declare their occupancy status, a task that must be completed annually, regardless of whether the home is occupied or vacant.

The City will send these notifications in various forms, including email alerts for those who have provided their contact information and mailed reminders for those who may not have access to online services.

These efforts aim to reduce the number of missed declarations and avoid situations where homeowners unintentionally face penalties or miscommunication, which was a significant issue in the program’s first year.

This initiative, combined with the longer reporting period from November 1, 2024, to April 30, 2025, and the multiple options for declaration (online, by phone, or in person), provides a more supportive system for property owners while reinforcing compliance.
